A Summary of Ordinance 154 – Residential Rental Regulations

An Ordinance to regulate minimum standards for rental property including housing conditions that may adversely affect health or welfare, minimum standard for space limitation, minimum standards for maintenance of residential housings. 

The Ordinance regulates the condition and maintenance required for yards, parking requirements and structure maintenance.

The ordinance further regulates the interior of rental premises including minimum standard for plumbing and bathroom facilities, standards for kitchen facilities and minimum standards needed for habitability. The Ordinance regulates usable windows as escape means and ventilation. minimum standards for electrical outlets.

The Ordinance provides for licensing of rental units including registration of rental property by owner, securing a valid rental license from the City. The ordinance requires inspection of the condition of rental property, posting of licenses and non-transferability of licenses. There are enforcement provisions as to the suspension or revocation of rental licenses. The Ordinance further proves for the enforcement of the ordinance by a compliance order, with rights of appeal. It provides for penalties for violations and conditions for reinspection.
